원자력을 ‘대체’할 에너지 자원 개발의 필요성
지난 3월 11일 일본에서 발생한 대지진은 연일 매스컴의 주요 이슈로 다루어졌다. 너무나도 강력한 지진과 쓰나미의 피해를 목격한 사람들은 과연 한반도가 이러한 자연재해들로부터 안전한 곳인가라는 의문을 가지게 되었다. 그리고 사람마다 차이는 있겠지만, 언론에서 다루어진 빈도를 살펴보았을 때, 우리나라 사람들이 가장 관심을 가지고 걱정했던 것은 방사능 유출이었을 것이다. 이번 지진으로 인해 후쿠시마 원전에서 유출된 방사능이 바람을 타고 우리나라까지 넘어오지는 않을까라는 내용의 우려였다. 이로 인해 일본의 방사능 수치뿐만 아니라 국내 방사능 수치가 실시간으로 알려지고 있다. 인접한 국가라고는 하나 지진이 발생한 지역이 우리나라가 아님에도 방사능 노출에 대한 우려 때문에 일부 사람들은 이민을 생각하기도 했을 것이다. 정부에서는 이런 우려들을 불식시키기 위해 일본의 방사능 유출로 인한 피해가 크지 않을 것임을 연일 강조하고 있다. 그러나 이러한 정부의 노력에도 불구하고 상대적으로 일본에서 가장 먼 곳에 위치한 인천의 집값이 오르는 현상이 발생하였다. 인천이 고향인 필자로서는 집값이 올랐다고 좋아하기도 애매한 상황이 되었다.
원자력 발전은 다른 발전 방식에 비해 초기 건설 비용이 높은 편이나, 연료비가 월등히 싸기 때문에 발전소의 긴 수명기간을 통해 볼 때 발전비용이 가장 적게 든다. 석유 자원에 대한 의존도가 높아 국제 석유 시세의 등락에 따라 국가경제가 흔들릴 수 밖에 없는 우리나라로써는 화석연료를 대체할 획기적인 발전 방식이라 할 수 있다. 그리고 화석연료를 태울 때 나오는 이산화탄소·아황산가스·질소산화물 등 유해물질이 방출되지 않기 때문에 온실효과나 산성비로 인한 생태계 위협 요인들을 제가할 수 있어 지구 환경 보존 측면에서도 바람직하다. 교토의정서에 의해 2013년부터 온실가스 배출 감소 의무가 부과된다는 점을 감안했을 때, 이에 대한 대책이 될 수도 있다. 다른 한편으로는 기술집약형 발전방식이라는 점에서 과학 및 관련산업의 발달을 촉진시킬 수 있는 장점이 있다. 이러한 장점들 때문에 정부에서는 원자력 발전의 비중을 높이고자 노력해왔다. 그 결과 현재 원자력 발전의 비중은 23.3%수준에 이르게 되었다.
비록 원자력 발전이 화석연료의 사용에 비해 효과적이고 환경에 덜 위협적이라고는 하나 궁극적인 대체자원이 될 수는 없다. 이번 일본 지진에서처럼 예기치 못한 자연재해가 발생한다면 핵폭탄의 위험을 떠안고 살아가는 꼴이 되기 때문이다. 그리고 이러한 자연재해가 발생하지 않는다 하더라도 원자력 발전 시 방사능 폐기물들이 발생하기 때문에 환경에도 부정적인 영향을 끼칠 수 있다. 물론 방사능 폐기물에 대한 안전하게 처리·처분하는 제도와 설비가 갖추어져 있기는 하지만, 결국 폐기물이 버려질 수 밖에 없다는 점에서 환경에 악영향을 끼칠 수 밖에 없다.
현재 우리나라의 에너지자립도는 원자력·수력 등을 포함해 18%선이다. 여기서 원자력을 제외한 나머지 대체 에너지가 국가 전체 에너지에서 차지하는 비중은 2.1%로, 이는 OECD(경제협력개발기구) 30개 회원국 중에서 25위에 불과한 수치이다. 2030년까지 원자력 발전의 비중을 41%까지 확대하겠다고 목표를 세운 정부의 계획이 성공적으로 이루어진다면, 그 수치는 더 낮아질 수 있을 것이라 생각한다. 따라서 원자력 발전뿐만 이외의 화석연료를 대체할 자원의 개발과 보급이 시급하다고 할 수 있다. 원자력 발전은 화석연료를 대체하고 우리나라의 에너지자립도를 향상시키는데 결정적인 역할을 해왔지만, 이제는 원자력 발전을 대체할 새로운 자원의 개발이 필요한 때이다.
